The focus of this study was to analyze the content, distribution, and comparative genome relationships of 996 chromosome bin-mapped expressed sequence tags accounting for 2266 restriction fragments on the homoeologous group 3 chromosomes of hexaploid wheat. Of these loci, 634, 884, and 748 were mapped on chromosomes 3A, 3B, and 3D, respectively. The individual chromosome bin maps revealed bins with a high density of mapped ESTs in the distal region and bins of low density in the proximal region of the (...) chromosome arms, with the exception of 3DS and 3DL. These distributions were more localized on the higher-resolution group 3 consensus map with intermediate regions of high-mapped-EST density on both chromosome arms. Gene ontology classification of mapped ESTs was not significantly different for homoeologous group 3 chromosomes compared to the other groups. A combined analysis of the individual bin maps using 537 of the mapped ESTs revealed rearrangements between the group 3 chromosomes. Approximately 232 of the consensus mapped ESTs matched sequences on rice chromosome 1 and revealed large- and small-scale differences in gene order. Of the group 3 mapped EST unigenes ∼21 and 32% matched the Arabidopsis coding regions and proteins, respectively, but no chromosome-level gene order conservation was detected. (shrink)

For certain privileged groups, computers, cell phones, PDAs, Blackberries, and IPODs, all permitting the faster processing of information, are commonplace. This report describes the rationale, approaches, organization, and resource development leading to a large-scale deletion bin map of the hexaploid wheat genome. Accompanying reports in this issue detail results from chromosome bin-mapping of expressed sequence tags representing genes onto the seven homoeologous chromosome groups and a global analysis of the entire mapped wheat EST data set. Among the resources developed were the first extensive public wheat EST collection. Described are protocols for sequencing, sequence processing, EST nomenclature, and the assembly of (...) ESTs into contigs. These contigs plus singletons were used for selection of distinct sequence motif unigenes. Selected ESTs were rearrayed, validated by 5′ and 3′ sequencing, and amplified for probing a series of wheat aneuploid and deletion stocks. Images and data for all Southern hybridizations were deposited in databases and were used by the coordinators for each of the seven homoeologous chromosome groups to validate the mapping results. Results from this project have established the foundation for future developments in wheat genomics. (shrink)

Mechanical devices implanted in the body present implications for broad themes in religious thought and experience, including the nature and destiny of the human person, the significance of a person's embodied experience, including the experiences of pain and suffering, the person's relationship to ultimate reality, the divine or the sacred, and the vocation of medicine. Community-constituting convictions and narratives inform the method and content of reasoning about such conceptual questions as whether a moral line should be drawn between therapeutic or (...) enhancement interventions and/or between somatic and neural/cognitive interventions. By attending to these broader community-forming concepts, it is possible to identify three general orienting themes in religious perspectives on incorporated mechanical devices, which we shall designate as perspectives of “appropriation,” “ambivalence,” and “resistance.”. Restructured health care reimbursement systems and new requirements for nonprofit hospitals are transforming the U.S. health system, creating opportunities for enhanced integration of public health and health care goals. This article explores the role of public health practitioners and lawyers in this moment of transformation. We argue that the population perspective and structural strategies that characterize public health can add value to the health care system but could get lost in translation as changes to tax requirements and payment systems are (...) rapidly implemented. We urge public health leaders to take a more active role in hospital assessments of community health needs and evaluation of the patient outcomes for which providers are accountable. (shrink)

Prioritarianism is an ethical theory that gives extra weight to the well-being of the worse off. In contrast, dominant policy-evaluation methodologies, such as benefit-cost analysis, cost-effectiveness analysis, and utilitarianism, ignore or downplay issues of fair distribution. Based on a research group founded by the editors, this important book is the first to show how prioritarianism can be used to assess governmental policies and evaluate societal conditions. This article argues that the encounter between Andromache and Ulysses in Seneca's Troades engages with the genre of declamation to juxtapose two different discourses surrounding torture: one focussed on torture's connection to truth, the other on its connection to tyranny. It describes how the Greek general Ulysses, convinced of the danger of letting the Trojan prince Astyanax live, threatens his mother Andromache with physical torture in order to ascertain the truth of Astyanax's whereabouts. However, Ulysses is countered by Andromache's rhetoric, (...) through which, the article shows, she depicts herself as the archetypal heroic victim of a tyrant. It discusses how Ulysses innovates with an effective psychological torture in response. The article sets the scenario within the broader rhetorical context and demonstrates how it reflects debate among the contemporary elite about the necessity of, and the risks from, the rising use of torture by the Julio-Claudian emperors, a debate which resonates in the modern era. In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. I examine two strands in Locke's thought which seem to conflict with his corpuscularian sympathies: his repeated suggestion that natural philosophy is incapable of being made a science, and his claim that some of the properties of bodies--secondary qualities, powers of gravitation, cohesion and maybe even thought--are arbitrarily "superadded" by God. ;Locke often says that a body's properties flow from its real essence as the properties of a triangle flow from its definition. He is widely read as having thought that (...) if we had ideas of a body's real essence, we would be able to perceive a priori a necessary connection between that body's real essence and its observable properties. I argue that this leaves Locke's skepticism without any rationale, making it depend entirely upon our ignorance of corpuscular structures when in fact he never rules out the possibility of our acquiring ideas of corpuscular structures through improvements in microscopy. I argue that Locke's geometrical analogy is better understood as an endorsement of deductivism about scientific explanation. He thinks that knowledge of corpuscular structures is a necessary, but not a sufficient, condition for scientific knowledge of bodies. The deeper source of his skepticism is his view that we cannot have universal and certain knowledge of the laws of nature because they are contingent. ;I approach the subject of Locke's attitude toward mechanism by examining his superaddition doctrine. In contrast with M. R. Ayers, I attribute to Locke what I call strong voluntarism: the view that a body's powers to interact with other bodies are not fully determined by the essence of matter, and that they are at least partly determined by the will of God. I argue that Descartes and Boyle are also strong voluntarists, but that Locke's voluntarism differs in that he maintains that bodies have some powers which are not even partly explicable in terms of the motions of matter. Locke's position is thus incompatible with the mechanism of Descartes and Boyle. (shrink)

All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. Cristofano Bertelli’s companion broadsheets, printed in Modena in the 1560s, represent a failed attempt to introduce a new iconographic theme to the Italian print market. Contrary to the vibrant success of transalpine prints representing the Steps of Life with animal analogies, Bertelli’s initiative did not stimulate Italian visual culture to produce the multiple copies, imitations and derivations long enjoyed by this motif in areas north of the Alps. The only other, comparable images to appear in the peninsula in the course (...) of the sixteenth century would seem to be Titian’s allegorical triple portrait, and a pair of large, anonymous woodcuts from the later Cinquecento, possibly made in Venice. The recalcitrance of Counter-Reformation Italy towards this imported topos is difficult to account for, especially when a retail vogue for a similar genre—the multi-vignette moralising broadsheet— was trending in local print markets. There is no direct explanation for the apparent indifference met by Bertelli’s attempt at iconographic innovation. Nonetheless, a cluster of factors relative to print culture and animal lore North and South of the Alps provides indirect but ample evidence to account for the ‘flop’ of Bertelli’s broadsheets. Among these, the Christian visual tradition features prominently, contributing to viewer diffidence towards serial analogies between humans and animals. The market for illustrated books on animals is also considered, as it testifies to a transalpine divide with regard to moralised natural history and, in Italy, an inhospitable cultural climate for the Steps of Life motif. Early executive function skills reliably predict school readiness and future academic success. While children’s skills undergo rapid development during the transition to formal schooling, it remains unclear the extent to which schooling exerts a unique influence on the accelerated development of EF and academic skills during the early years of schooling. In the present study, a quasi-experimental technique known as the school cutoff design was used to examine whether same-aged children who made vs. missed the age cutoff for school entry (...) significantly differed on EF, reading, and math outcomes. Data from 166 pre-k, kindergarten, and first grade children from a longitudinal study of literacy development were analyzed. Children were assessed on EF, reading, and math skills in fall and spring. Results revealed unique effects of kindergarten, but not first grade, on growth in EF and reading over and above the effect of age. Schooling was unrelated to growth in math. Because kindergarten represents the first year of elementary school and children’s first exposure to a formal schooling environment, kindergarten schooling may be uniquely positioned to produce greater gains in academic and behavioral outcomes compared to other grades. Scholars have failed to adequately distinguish Kant’s grades of evil: frailty (weakness of will), impurity, and depravity. I argue that the only way to distinguish them is, f irstly, to recognize that frailty is explicitly, practically irrational and not caused by any sort of self-deception. Instead, it is caused by the radical evil that Kant finds within the character of all persons. Secondly, impurity can only be understood to be self-deception either about the nature of the act itself, which results (...) in an epistemic error, or about one’s motivations for following a properly reasoned, moral conclusion, which results in a motivational error. Thirdly, depravity is self-deception about morality itself, by which the agent believes that it is morally right to follow self-love. (shrink)

COVID-19 vaccines are likely to be scarce for years to come. Many countries, from India to the U.K., have demonstrated vaccine nationalism. What are the ethical limits to this vaccine nationalism? Neither extreme nationalism nor extreme cosmopolitanism is ethically justifiable. Instead, we propose the fair priority for residents framework, in which governments can retain COVID-19 vaccine doses for their residents only to the extent that they are needed to maintain a noncrisis level of mortality while they are implementing reasonable public (...) health interventions. Practically, a noncrisis level of mortality is that experienced during a bad influenza season, which society considers an acceptable background risk. Governments take action to limit mortality from influenza, but there is no emergency that includes severe lockdowns. This “flu-risk standard” is a nonarbitrary and generally accepted heuristic. Mortality above the flu-risk standard justifies greater governmental interventions, including retaining vaccines for a country's own citizens over global need. The precise level of vaccination needed to meet the flu-risk standard will depend upon empirical factors related to the pandemic. This links the ethical principles to the scientific data emerging from the emergency. Thus, the FPR framework recognizes that governments should prioritize procuring vaccines for their country when doing so is necessary to reduce mortality to noncrisis flu-like levels. But after that, a government is obligated to do its part to share vaccines to reduce risks of mortality for people in other countries. We consider and reject objections to the FPR framework based on a country: having developed a vaccine, raising taxes to pay for vaccine research and purchase, wanting to eliminate economic and social burdens, and being ineffective in combating COVID-19 through public health interventions. Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

We investigate the complexity of isomorphisms of computable structures on cones in the Turing degrees. We show that, on a cone, every structure has a strong degree of categoricity, and that degree of categoricity is${\rm{\Delta }}_\alpha ^0 $-complete for someα. To prove this, we extend Montalbán’sη-system framework to deal with limit ordinals in a more general way. We also show that, for any fixed computable structure, there is an ordinalαand a cone in the Turing degrees such that the exact complexity (...) of computing an isomorphism between the given structure and another copy${\cal B}$in the cone is a c.e. degree in${\rm{\Delta }}_\alpha ^0\left$. In each of our theorems the cone in question is clearly described in the beginning of the proof, so it is easy to see how the theorems can be viewed as general theorems with certain effectiveness conditions. The evidence that, through the length and breadth of the Greek-speaking world, we should look to Syrian Antioch for his place of origin, is provided by the orator of that (...) city, Libanius, in a letter written late in 392 ‘to Marcellinus’. The purpose of this article is to set out explicitly the arguments for the identification of Libanius' correspondent as Ammianus Marcellinus in the light of the recent challenges to the accepted view offered by G. W. Bowersock, C. W. Fornara, and T. D. Barnes. Since the discussion requires that the letter be considered in detail, it is given here, in Foerster's Teubner text followed by a translation of Libanius' often very allusive language. (shrink)

We discuss a recent approach to investigating cognitive control, which has the potential to deal with some of the challenges inherent in this endeavour. In a model-based approach, the researcher defines a formal, computational model that performs the task at hand and whose performance matches that of a research participant. The internal variables in such a model might then be taken as proxies for latent variables computed in the brain. We discuss the potential advantages of such an approach for the (...) study of the neural underpinnings of cognitive control and its pitfalls, and we make explicit the assumptions underlying the interpretation of data obtained using this approach. Led by Buddhists and the yoga traditions of Hinduism and Jainism, Indian thinkers have long engaged in a rigorous analysis and reconceptualization of our common notion of self. For Plato, F-ness is something "over against" particular F things; to predicate "F" of these things is to assert that they all stand in a certain relation to F-ness.
